Purpose:
To establish a centralized national technology service that ensures all government institutions and agencies have reliable access to the hardware, connectivity, and software necessary to deliver value to the public efficiently, securely, and consistently.
1. Scope of GTS Services
GTS will provide services across three broad categories:
1.1 Hardware
- Provision, maintenance, and upgrade of physical devices including:
- Government workstations, laptops, and mobile devices.
- Servers and data storage solutions.
- National and regional data centers with redundancy and disaster recovery capability.
- Networking equipment including routers, switches, and security appliances.
- Standardization of hardware across government agencies to ensure interoperability and reduce costs.
1.2 Connectivity
- Ensure secure, reliable, and high-speed communication channels for government operations:
- National broadband infrastructure including fiber-optic backbones.
- VPNs for secure remote access.
- Mobile network integration for government mobile solutions.
- Satellite links to provide connectivity in remote or underserved areas.
- Implementation of network monitoring and security protocols to guarantee uptime and data protection.
1.3 Software
- Provision and management of digital tools and platforms:
- Government-wide applications for finance, HR, data collection, and citizen services.
- Operating systems and enterprise software for standardized IT environments.
- Analytics tools to support decision-making, reporting, and policy evaluation.
- Custom development of platforms tailored to agency-specific needs.
- Oversight of software procurement, licensing, and compliance to ensure cost-effectiveness and interoperability.
2. Governance and Administration
- Central Authority: GTS will act as the central authority for technology service provision to all government agencies.
- Service Standards: Define clear SLAs (Service Level Agreements) for uptime, maintenance, and support.
- Security and Compliance: Ensure all services meet national cybersecurity standards and data protection laws.
- Procurement: Centralized procurement of hardware, software, and connectivity solutions to reduce duplication and costs.
